Bug Description

When trying to use the Juju client package in quantal (0.6) against a precise MAAS installation (0.1+bzr482), it tries to GET http://host/MAAS/api/1.0/tags/?op=list which 404s in precise MAAS.

This functionality appears to have been introduced on the Juju side in r585, without a fallback for if there is no tag support.
