[l10n_nl] VAT amount has to change from 19 to 21 percent

Bug Description
The standard vat percentage in the Netherlands went up from 19% to 21% on october 1st 2012.
The dutch chart of account has to change accordingly.
I will create a merge proposal with the necesarry changes.
