Just after booting up and before logging in, the restart and shutdown commands have no function.

I was actually using gdm, not lightdm.

Which greeter do you have when this happens? the older style gtk greeter or the new fancy gnome-shell greeter?

This is an upstream bug, I have attached a patch that fixes this to the upstream but report.

Should be fixed in Ubuntu. I guess upgrades will use this greeter and run into this problem. If not from Precise it probably happens when upgrading through several releases.

yes it should be fixed in gdm 3.6.1, if not I will make sure fix gets into ubuntu.
