Bug Description
Attempting to raise a blueprint by visiting:
https:/
Complete all the required fields, with public (being the default).
Submit, the UI reports that a required filed hasn't been answered.
Change to an embargoed type, submit, and an OOPS is created.

- change the information type to proprietary
- change it again to public
- submit the form
