[background]: gnome-control-center crashes when changing theme to High/LowContrast

Bug Description

If you try to change the theme to HighContrast or LowContrast in System Settings>Appearance or System Settings>Universal Access, System Settings will crash.

The overlay scrollbars changed their schema from a boolean org.gnome.desktop.interface ubuntu-overlay-scrollbars to a string
com.canonical.desktop.interface scrollbar-mode.

Two patches need updating:
04_add_theme_selection.patch
63_normal_scrollbar_in_a11y.patch
