Icons are getting added on Edubuntu systems even though we override the system wide key

Bug Description

The launcher are being added to all Edubuntu systems even though the launcher list is overriden through glib overrides.
This isn't acceptable as it was an explicit requirement for the FFe to be considered by the release team.

I developed a workaround for that issue which I'm planning to push in the next 30min, feel free to then replace that code by something better.

stgraber's fix is good for short term, but I've set an upstream task too, for a better fix long term. Like checking if the default for that key includes the webapps icons.

  * Add an ugly check into install-default-webapps-in-launcher.py to detect
    Edubuntu system and skip the migration code in that case.
    It's an ugly but working trick to restore the behaviour promised when
    the release team reviewed the FeatureFreezeException.
