Documentation makes an incorrect statement about partial backups being incompatible with streaming

Bug Description
The partial backups doc says that the feature "... has the limitation of not being supported with streaming.":

The --databases option has a bug essentially making it useless for both
local and streaming backups (see bug #569387). However, --include and
--tables-file option should work fine with streaming. If they don't, a
bug should be reported and fix. I.e. even if that's broken, I see no
point in documenting it as a limitation.
