darwin fsevents_daemon does not sync dragged-in files

Bug Description
If you drag a file in to the watched folder, an IN_CREATE event is generated from the system-level FSE_RENAME event, but the EQ needs a corresponding IN_MODIFY in order to begin an upload. currently only the MakeFile action is generated.
