DEFAULT_MAAS_URL should include the '/MAAS' part.

Bug Description

We've changed how MAAS treats the setting DEFAULT_MAAS_URL: now the FORCE_SCRIPT_NAME is not appended by the code if DEFAULT_MAAS_URL is defined in maas_local_settings.py. The packaging should be changed so that DEFAULT_MAAS_URL will be "http://server.ip/MAAS" (as opposed to "http://server.ip/").

The reasoning behind that change is that if DEFAULT_MAAS_URL is defined in the local settings, that value should be used as is to give a user the maximum flexibility.
