PPA builds fail because of low twisted timeouts

The PPA builders are Xen vms who do not have any sort of performance guarantee.

Because of that, the juju test suite often fails simply because the PPA builders are busy.

We need to make the test suite flexible enough to raise the timeout very high so this is not a factor, as package builders are not a place that will be reliable to do performance testing.
