virsh unable to see running VMs since upgrade to libvirt 0.9.13

Bug Description

Under up to date quantal running libvirt-bin 0.9.13-0ubuntu2 virsh is unable to query running VMs (or even 'list --all' for example) unless running as root. The user account tested with is a member of group libvirtd.

Additional information - I was able to see and start virtual machines using virt-manager.
