/proc/net/route warning on Cygwin

Bug Description

Downloaded source and installed on Cygwin.
When I try to launch byobu from the command line I get the following warning.

$ byobu
/usr/local/lib/byobu/include/shutil: line 293: /proc/net/route: No such file or directory
[screen is terminating]

GNU Screen in itself works fine on Cygwin.

I can try to fail more gracefully here, but note that several of Byobu's "goodies" -- the status notification -- depend on reading network information from /proc/net/route. I'll try to fail gracefully in those situations.
