highbank configuration needs bringing into sync with mainline Ubuntu

Bug Description
The highbank configuration is radically cut-down from the mainline kernel configurations. This increases maintenance as we are likley to see a drip, drip, drip of configuration change requests for items which routinely are enabled on our other flavours. Perform a one off configuration review to reduce the main differences to architecture specific items or build failures only.
