Bug Description
There is a person, Evan Dandrea, username 'ev' - I wanted to add him, but searching for ev, which is an exact match, returned an error about having too few characters.

This is a repeat of the "ng" bug. We had an incomplete fix. The pickers have a bad rule. Lp permits Launchpad-Ids to be two character, but many pickers require 3 characters. This is stupid. We want users to search bug Lp-Id. We should change length guards to be > 1.
