New branch-series script with branch-series.sql supporting file

This replaces the 'README.series' instructions for branching a new series
that have been out of VCS on limequat for years and required quite a few
manual steps.

Instead implement those steps in code as a single SQL transaction.

This makes scripts/copy-testsuites obsolete since it's only used for this.
