Sync previously-removed packages by default.
By not batch-syncing packages that were previously in Ubuntu and removed, we
deter removal of broken packages from devel-proposed. Instead, default to
yes for syncing of removed packages, and rely on the sync blacklist for
exceptions that should not be synced back even if update. Thus:- packages which should not be included in Ubuntu are documented as such
in the sync blacklist.
- packages that were removed from Ubuntu but have had new uploads in Debian
are presumed fixed for whatever issue led to removal, and re-synced.
- in-sync packages that are broken and require sourceful fixes can be
removed from devel + devel-proposed, without prejudice.At this time, 'auto-sync --new-only' prompts for zero packages, so we can
cleanly change this default setting without any immediate fallout, and if
later we find synced packages that we think should have been blacklisted
we can deal with those as they come in. - 1127. By Steve Langasek

quick fix for auto-sync failure (until we can switch to python3 on snakefruit): explicitly encode removal output as UTF-8 to handle non-ASCII names.
