Removed the now useless drop to www-sync.

Because of https://bugs.launchpad.net/juju/+bug/1682411 , juju-run now refuses
to run for non-root users. The charm functionality should be unaffected by
this change, and since it originally didn't drop privileges at all, specifying
a non-root user to run as was actually useless.

Add 'mirror-series' option to reduce the amount of metadata synced and speed up functional tests. Add functional tests for cron syncing, testing rsync retries and unit fail-over.
