Add a check to kernel-sru-review that allows processing of promote-to-proposed In Progress bugs.

sru-release: ignore --security with ESM packages
When ESM is auto-detected it is entirely possible that the caller
is telling us to perform a secury release. Ignore this flag
as the existing destination archive representes security updates
and the existing code will do something dumb.Signed-off-by: Andy Whitcroft <email address hidden>

copy-proposed-
kernel: add support for ESM source and destination Add a further PPA source under --esm which copies from the kernel ESM
PPA and to the kernel ESM proposed PPA. This interacts reasonably with
the --security flag should we need it.Also adds some commentary to tell you where the copy is going. To make
this useful also added a --dry-run option to prevent anything actually
occuring.Signed-off-by: Andy Whitcroft <email address hidden>

sru-release: phase kernels 100% even if updates only
If we phase a set of kernel packages update manager may choose to see
only a subset of a kernel update. This can lead to only packages originating from
say src:linux-signed being installed even though those packages would not normally
be install candidates. This leads us to have a partial kernel installation
and unbootable systems.Ensure we phase kernels 100% even when dropping into the -updates pocket.
