Check the slave's key was properly configured on Launchpad.

Setup-seeded-slave should "fail fast" and provide instructions on what to do.

This is a preliminary step where it will just warn of badly configured jobs
(and all existing jobs should be reported as good).

Once this is working well, we can add an "exit 1" so this exits loudly.

Possible refinement: print the public key and the page where the key needs to be
added (though authentication as otto-copilot is still required so users are expected
to know what they are doing and finding the page shouldn't be a problem)
