tweak the ApplyAxisLimits function to avoid causing problems mentioned in mupen64plus-input-sdl issue #46 and mupen64plus-user-issues issue #681. Instead of limiting joystick values to 87% of the axis limit on the cardinal directions N/S/E/W, we allow them to reach 100%
