Update networking for 18.04 LTS (Bionic)

With Bionic /etc/network/interfaces was replaced by Netplan. This updates
the guide to show how to use netplan over configuring things through
interfaces. It also updates many refrences from ifconfig to use the
ip command wherever possible.
