The exit code does not matter much when the kernel invokes apport, but it does
leave behind failed apport-forward@.service instances in containers. This
should not happen for legitimate reasons for not creating reports.

Fix type of apport-forward@.service

We don't want the instance units to stay around forever, only while the report
is being created. Thus fix the type to be "oneshot" instead of "forking" (which
was wrong anyway).
