Fixed broken modifications to includecheck.py (thanks Sawicz!)

Modified includechecker.py to permit a specified set of includes for a particular sub-tree.
This makes it possible to #include things from Qt in the include files for the shell interface, but still flag them as illegal for other include fieles.
Also moved includechecker.py to the test/headers directory because that's were the other header-related tests are.

Updated CTestCustom.cmake.in to not run tests under valgrind for which valgrind doesn't make sense, such as all the scripts that test headers for various forbidden things. Also removed stale entries left over from the move from the phablet tree.
