ARM won't work with the ifcpu64.c32 trick. But it does need its own template since currently U-Boot does not support the SAY command.

The existing config.commissioning.template should probably move to an x86-specific name, but as there's no need for an arch-independent template (since x86 and armhf both need special changes), there doesn't seem to be any point right now (and I don't have a setup to test x86-specific changes).
