Solves issue with neutron-contrail kexec-tools fails
Add force-confold to apt to keep nova.conf when reinstalling nova-compute.
Ensure that gateway is collected not only from vhost0 interface but also from underlaying interface in case vhost0 is not up yet.
Ensure that config is not updated if vhost_gateway is missing.
