Fixes https://bugs.launchpad.net/gtimelog/+bug/308750.

Drop compatibility with older Python versions (up to and including 2.4)
because of an unintended side-effect of a naming choice.

Note to self: glade-3 damages gtimelog.glade, so don't use it!

Move the version out of setup.py and into the package itself.

I don't want to use pkg_resources for determining the version since I want
gtimelog to run from the source tree without any installation steps.
