Add sharing plugin

we are importing sharing panel from gnome-control-center as the old screen-sharing panel does not work anymore due to a gsettings key removal from vino. Our new sharing panel will use this plugin. This plugin is a direct port from gnome-settings-daemon 3.22. (LP: #1741027)
