* make sure different scenarios return the expected results.

utah-client - Fix results calculations for runs with reboots.

* when a testsuite has completed prior to a resume use the results
  from the state file.
* testsuites calculate their results in run() based on the newly
  added summary for each testcase.
* the runner calculates its results from each testsuite regardless
  of whether it's done or not.
