Configure version checks.

Now one can run Tools/checkbump.sh (from anywhere) in order to create a file
bzr.html in that same directory that compares upstream and in-tree version
numbers for most bzr packages that actually do versioned releases.

Adjust checkbump.

Allow environment variables PORTDIR_OVERLAY and ACCEPT_KEYWORDS to override
the ones set by the script.

Ignore live ebuilds, i.e. those having version number 9999.
