Add a top-level process manager.

This randomly selects search configs to run, and limits itself to a
maximum number of processes running in parallel. When the limit is
reached, it will either refuse to run or kill one of the existing
processes to make room for itself.

This script is intended to be run as a cron job scheduled to be run
every 10 minutes or so.

Set up an explicit cache rather than reusing post-processed results.

This caches data before the exclude filters are run, rather than after.

This provides two benefits. First, it helps us avoid re-pulling down
data that is going to get filtered by the exclude criteria. Second, it
potentially lets us share the cache between multiple search configs that
have identical criteria for the search_tasks() call.
