Static IP addresses API and capabilities for test

Added /ipaddresses/ handlers in the testservice for
GET (list) and POST (release, reserve). Also added
the "static-ipaddresses" capability to the list of
supported ones in the testservice.

All this is needed to test juju-core's MAAS provider
properly with the ongoing work to allow static IP
addresses reservations for containers.
