Revert the 55Hz input rate kludge (r1937).

We don't need seem to need it any more, and my testing is showing me that
Ubuntu Touch on newer devices benefits in animation smoothness from the
full 60Hz (which is more noticeable I think).

No justification was provided for that style point and I would contend that
