The retracer cache cleanup needs to run as root since it needs to start/stop upstart jobs. Fix a bug where it tried to stop the jobs instead of starting them. Only stop the jobs if they're running.

Fix quoting around maintenance_file in the template for cleaning up the retracer caches. Put the maintencenace file in the right directory.

Tag the revno directory with the revision_id too, so this works with branches other than trunk. Ensure the directory has the right permissions - saw a case on Canonistack where it ended up 0700 somehow.
