Add container-sync and object-sync sections

For some reason, swift-storage "swift-init all start" is now refusing
to start without "[container-sync]" in
/etc/swift/container-server.conf. No idea why.

object-sync doesn't appear to be needed, but comes along for the ride
because it's easy in the current charm hook layout.
