- Missing change on fetch file

- Added the `check_exists` flag to `charmhelpers.fetch.add_source` file.

 - This method check if the source already exists on the file prior to add this,
 otherwise will raise an fetch.SourceAlreadyExists exception.

- Added unit tests to validate that `check_exists` parameter works as expected.
