Merge lp:~jacekn/charms/trusty/mysql/mysql-storage-bugfix [a=jacekn, r=nick-moffit, tribaal]

This fixed LP: #1422313 where redeploying a mysql charm using the same instance of
the storage / block storage broker charm would cause data loss (overwriting the
already existing database on disk).

This fails the hook, prompting the user to take action, and avoid catastrophes.
