fix admin user login
The tenant name in the midonet-api configuration is used by
services that authenticate against midonet-api instead of
against keystone. The main example of that is the MidoNet
manager provided by the mem-manager charm. Since the expectation
is that the credentials for using the MidoNet manager be
those of admin, it is necessary that midonet-api configures
the 'admin' tenant.
