Merge unit-placement-
policy [f=820107] [r=niemeyer, fwereade] Allows for `--placement <policy>` on deploy and add-unit where policy determines how units are allocated relative to machines. Currently this defaults to the existing policy of using unassigned machines for new units, but provides the options of `local` style placement which places new units on a single initial node. This will help facilitate local formula development through later branches.

otp-principal [r=niemeyer, fwereade] [f=814320] Implements an OTP Principal, that stores the credentials
for a named persistent principal in a node protected
by an ACL referencing a separate OTP credentials. The
credentials and path to the OTP node can be serialized
and passed around to their consumption target. The OTP
node is destroyed upon API usage.This is not a true OTP, but the best we can do atm without
extension of zookeeper. See bug: 819379 for tracking this issue
and merge proposal comments on this branch for further reference.
