Broadcast API readiness via neutron-api relation

When the charm's minimum set of required interfaces is satisfied,
and all of our contexts have been completed, broadcast to services
related via neutron-api that our API is now ready to fulfill requests.

It's not important that the rest of Neutron be wired up (neutron-gateway,
nova-c-c, etc), so long as resources are created in the DB they'll eventually
be created by agents when they do end up starting.
