Add '-partition_offset 16' to xorriso parameters

Suggested by Thomas Schmitt, who describes the following benefits:

[-partition_offset 16] will yield a more conventional start of partition 1

  test.iso2 332712 334759 2048 1M ef EFI (FAT-12/16/32)

but also will enable xorriso >= 1.4.8 to let the ISO superblock of
the device claim the range up to the end of partition 2.
So commands like `isosize` will be in sync with the image file

Only include i2c bus drivers on arm architectures

Clarify ThunderX kernel support description

There is technically other HW not yet supported by Xenial - e.g.
certain performance counters, VFIO, etc - so just use IPMI as
an example. Also note the (strong) possibility that more hw
will be added via SRUs.

Enable non-x86 architectures

This charm uses the elasticsearch apt repository, which is currently missing
metdata for non-x86 architectures.

The elasticsearch deb, however, is architecture-independent and I've found that it seems to work just fine on at least one non-x86 architecture (arm64). This change overrides the architecture setting for the elasticsearch repository so that all architectures will try to fetch the amd64 version of the metadata, making the same packages visible.

Use ppa:mongodb-arm64/ppa by default when running on arm64/trusty

We know that the version of mongodb that shipped in trusty is insufficient
for arm64, so there's no point in having the charm try to use it. Instead,
default to pulling from a Canonical-maintained PPA - but still respect a
user's "source" config setting if specified.

Restrict personal namespace PPA to precise

My goal is to be able to make precise/mediawiki charm usable on trusty/arm64
until a proper trusty/mediawiki charm exists.

Today this charm immediately fails when deployed on an architecture that is not
supported by the ppa:clint-fewbar/fixes. This PPA usage is required to go away
before promotion to trusty (LP: #1298674), so let's just restrict the usage
of this PPA to precise hosts for now.

Tested on ec2 in precise on verified that the ppa is still added.
Tested on local provider trusty/arm64 and verified that the ppa is no longer
added and the install hook proceeds.
