Allow remote hosts to request ports on balancer.

Adds an 'api-server' interface

Allows remote units to request new service configurations
in HAproxy given an arbitrary service_name and service_port.
If there is no current service configured for balancing in HAproxy,
a new one will be created. If one exists (eg, during add-unit), the
unit will be added to the existing pool.

This allows remote services to make use of HAproxy without manually
updating the 'services' config setting/yaml blob.

When removing a unit joined to haproxy via the reverseproxy relationship, the units ip/port was not being removed from the haproxy stanza because there was no reverseproxy-relation-departed hook

When a unit joins the haproxy reverseproxy relationship. Check whether there is an existing stanza which matches its name. If there is then add it to that stanza. This allow charms which don't specify a service name to be added to specific haproxy stanzas

It needs to get the csv version of the page to parse, rather than
the html version.

increase default timeouts

The charm's default of 1s for each timeout is too low.

The haproxy documentation recommends at least 4-5s.

This branch imports the defaults Canonical is using in production.
