drizzle client cannot load user config files

By default drizzle tries to load config files from ~/.config/drizzle/drizzle.cnf. In my Ubuntu 10.04 VM tests the file doesn't load. Looking at strace it says open() hits a file not found on it even when it exists. My guess is open() cannot take the '~' home alias.
